Description: 

The Project consists of the condition investigation and condition assessment of PCCP pipeline ranging in size from 900 mm to 750 mm diameter, and two steel pipelines ranging in size from 400mm to 250mm diameter and the provision of a detailed condition assessment report.  The investigation and evaluation shall utilize technology capable of inspecting and assessing the condition of PCCP and steel pipelines (presumed to be acoustical and electromagnetic technologies), in particular the determination of significant leaks, and distress indicators including broken pre-stressing wires. 

The Work also includes a detailed condition assessment and failure analysis of each pipe based on the results of the survey and any other inspections performed.  This engineering assessment shall include a clear determination of the degree of deterioration, structural integrity, future serviceability for each individual segment of the pipeline (where “segment” is defined as a single section of pipe having a bell-end and a spigot-end or from weld to weld).  The final report shall include recommendations that provide clear description of the Work that should be undertaken to bring each pipeline into a safe, reliable service condition for the Commission’s planned service objectives.  The final report shall be provided within 60 calendar days of the completion of the field investigation work. The report shall be sealed by a Professional Engineer registered in the Province of Alberta. 

The Work shall include furnishing all project management, supervision, engineering support, labour, tools, equipment, field supplies, and safety equipment necessary for the performance and completion of this contract. All tools and equipment shall be suitable for use within a potable water system.

Scope of work includes:

  • Electromagnetic investigation of 900/750 mm dia. PCCP from NSMV to the On-line Pumping Station having an approximately length of 8,100m of 900mm dia. and 4,200m of 750mm dia.  
  • Acoustical investigation of 900/750 mm dia. PCCP from NSMV to the On-line Pumping Station having an approximately length of 8,100m of 900mm dia. and 4,200m of 750mm dia.  
  • Acoustical investigation of 400mm dia. steel pipeline from the SSMV to the On-line Pumping Station having an approximately length of 21,900 m.
  • Acoustical investigation of 250mm dia. steel pipeline from the On-line Pumping Station to the Town of Gibbons having an approximately length of 23,900 m.

 

Proposals can be submitted electronically through the Bids and Tenders - Online Bidding System up to 2:00 pm local time (MDT) on Thursday, April 29, 2021. The time as indicated by the declining time clock on the Online Bidding System shall be the official time for closing (Note that the clock is CST based and could be off by an hour, regardless, the tender will not allow submissions past 2:00 pm). Proposals submitted after the Online Bidding System closing time will not be accepted by the Online Bidding System
